About this tool
The image is drawn onto a canvas and the clicked pixel’s RGBA values are read back. HEX is the usual #RRGGBB form. Colours are taken from the decoded, colour-managed preview the browser produced, which can differ slightly from a design tool that reads raw file values. Very large images are scaled to fit the preview; the sample is from the displayed canvas, so it is best for solid areas and logos rather than a single pixel in a huge photo.

Why doesn’t it match the eyedropper in Photoshop?
